Joan Jett and her manager co-owned a record label called Blackheart Records.
This manager was MC's manager, and they were also on this label.
He picked the cover. Not sure the band had much of a say, or at least nowadays they said they didn't.
This was from the Metal Church book I read.

I prefer them over everything that they've done since then, including Bruce's solo albums.
