If Anyone Has Played Resident Evil 2

We know that Claire Redfield came from out of town to the already zombie infested streets of Raccoon City. Leon Kennedy however was in the city the whole time. He just busted his first criminal on the same day before zombies and mutants took over the city. My question is how in the world did Leon miss all of the chaos that was going on during the whole time he was there? Even if Leon had left the city for a while and came back, wouldn't he still see a lot of action and get radio calls from the RCPD when they were all fighting for their lives and the lives of the citizens? Even the Umbrella mercenaries were fighting. It seems like a very big event to just mysteriously miss. Could Leon had turned off his radio, turned on his stereo somewhere and started to play Judas Priest or Metallica really really loud in his jeep while all the bombs and gunfire were going off around him? Seems kind of silly now, haha.

Maybe he fell asleep in his squadcar. Maybe he was at the donut shop. Or maybe it was just poor writing continuity
