I'd say it's metal and I've been around hard rock since the 70's so I don't care how younger people have tried to redefine things.   Us older folks know the real story.

Most hard rock/heavy metal fans that I knew back then were calling it progressive metal, but that was before Images And Words came along.

Maybe a form of progressive hard rock?

It rides the line between hard rock and metal.
