I always thought of it as meaning not adhering to stereotypical song structures. Looser, more experimental, less aggressive, maybe fusing in some spoken word or different style vocals than the conventional ones for the genre that "post" is applied to. When it's post-metal or post-rock, also mostly instrumental, long songs.

Except it has become a genre with established rules now, so it isn't actually envisioning anything new. Only the first band to do it can truly be post. Everyone after that is an imitator. Same with prog rock or prog metal. It doesn't actually progress anything. Only the first band or bands did. Everyone after just copies the stylistic formula, and there's no further progression until someone changes the style enough to create a new subgenre.
