When I think of American power metal, it's usually the bands that are heavier than traditional metal bands, but are not consistently fast/aggressive enough to qualify as thrash. With that in mind, here's my list:

Metal Church
Iced Earth
Jag Panzer
Sanctuary

Attacker is another good band that fits that style. 

Even though I'm a huge fan of both bands, Savatage only touched on that level of aggression ("Sirens" and ."..Dungeons"), and Vicious Rumors didn't reach it until the mid-to-late 90s.

I'd include Savatage. USPM seems much broader than just not quite thrash imo, often using what's called traditional metal with flair. Omen, Riot and even Manilla Road get tossed in there. It's a hard genre to pin down so I tend to be more generous with it. Anyways, here's mine today:

To me, Armored Saint is just traditional heavy metal, although I’ve seen people call them USPM.

Come to think on it, I’d swap Sanctuary for Iced Earth.

I'd say these are the standard-bearers of USPM, but not necessarily my all-time favorites because I like a range including the more obscure bands:

Iced Earth
Jag Panzer

One could also make an argument for fitting Helstar or Riot / Riot V in there somewhere.

Shok Paris, Kick Axe, Riot, Sound Barrier and Leather Wolf...? Lion and Icon are really good too.

I think Sound Barrier qualifies as USPM, myself. Shok Paris is a band where i can listen to their first 3 albums start to finish without skipping a song. Kick Axe's Rock the World is that way, likewise for Sound Barrier's Speed of Light. Basically all of Icon's albums are all killer no filler for me as well. Lion and Leatherwolf, when they're on, are IMO, just about perfect. Riot, is of course, Riot. I loved their 90's stuff, which a lot of people overlook.

All great bands but I just have to mention that Vicious Rumors is so overlooked and so awesome.
