there was a cover of "Burn" that I included on a VR bootleg tribute a long time ago.... can't remember the name of the band but the cover was real good... it was on cassette and I had to digitize it and put it on the CD

the "Burn" covers that I'm aware of,
one by Tribal Rites and one by Ultimatum

Dude, YES

Steve Rowe in his prime could have done the heavy vocals of VR and vastly improved them. 

He was a fan and he also set the bar for all future death growlers in Christian metal. Becoming the Archetype’s first album was a nod to Steve and Mortification. 

But that ship has sailed and Jason Wisdom would be one of the logical choices for a re-recording.

I don't know If you know about this, but RM want to make the "Mortification" (91) disc a VR disc. He propose kept the instrumental and record his voice over the Steve's vocals...

Peter Espevoll would be a good fit on vocals as well.

Mike Torone. I think he could handle it.

I don't think they will re record the vocals and I hope they don't.

Actually Nyk Edinger would be my pick. Has a lot of Rogers style but a little better.

Jimmy P Brown II covered an Amy Grant song recently. Maybe she can do vocals for the re-record..?

No, I didn’t know that. But I’m not surprised he tried to do it. Mortification were still new back then and hadn’t made their masterpiece yet…

Scrolls is when Steve was at his best! I think God gave Steve a little extra power on that one. He is a very small guy, but his voice was like a Lion. 

Roger put out Released Upon the Earth the same year as Scrolls, but it’s not as consistent. He didn’t or couldn’t do a full death growl album. But I will say that Roger vastly improved his guttural voice.

anyone have any clues or hints on when the full announcement will be?

I think Robert Wolfe from Sacrament would be a good choice for a re-record. He had a great aggressive voice that was still understandable. 

Like someone else already said, Mike Torone is also a good choice. He was amazing on the first Sacrament album!
