Does anyone know why CDs are region free but DVDs and Blu-rays are usually coded to a certain region?

Music prices stay fairly the same around the world. Video and software don't. In some countries videos and software are sold at a lower price than say in the US. Thus these are mechanisms to prevent people from reselling products 'abroad.'
