Can we please kill the scrolling banner about the rules?!

It's been over 4 months now. I'm fairly certain everyone who needed to be notified is notified. Can we please lose that scrolling banner? Man, that's annoying.

Hmm, I went into the settings and wasn't able to find it. I'll look deeper later. I agree though; it's time to either change it or get rid of it. I think Karam set it up so I assume he knows how to change/stop it.

Hey, I'm no critic, but it is really hard to see the "s" at the end of "Everyone's" so it looks like someone just made a typo.
