I'm going to say yes. Now, I don't think it is its own genre, but rather an extremely progressive and technical form of death metal.

Not mostly instrumental and I'd call it a sub genre of death metal and it's mostly a wankfest. After The Burial is the only one I can handle for more than a song or two.

It depends. Meshuggah has plenty of vocals. It does have long instrumental passages, like prog. It just depends on the band really. My favorite djent (Meshuggah and Chorder, a Christian band) have vocals.

A muted, staccato playing technique is not a genre.  If that is a genre, then so is Palm Muting and Finger Picking.

You realize that lots and lots of genres are defined by the techniques used? Thrash metal: fast palm muted riffs, crazy solos. Death metal: fast tremolo picking riffs and blast beats. etc.
